"El Mayo" is the boss of bosses according to DEA

NOGALES, Arizona (proceso). - For the United States Anti-Drug Administration (DEA) there is no doubt about which is the strongest drug trafficking cartel in Mexico and also of the power of the person who commands it: that of Sinaloa and Ismael El Mayo Zambada García.

“The biggest threat, the number one threat is the Sinaloa Cartel; number two is the Jalisco Nueva Generación Cartel (CJNG), with its leader El Mencho ; but (this organization) is a big threat because it is growing", he says in an interview with Proceso Polo Ruiz, special agent in charge (SAC) of the DEA for the district of Arizona.

In his large office in Nogales, Ruiz, one of the agents with the most experience and knowledge about Mexican drug trafficking, talks about the reconfiguration of the cartels after the sentence imposed on Joaquín El Chapo Guzmán Loera in the United States.

As the SAC of the Arizona district, Ruiz is responsible for much of the southern border of the United States: Arizona, New Mexico and a part of California.

The border area between Arizona and Sonora is a traditional region for the transfer of illegal drugs from Mexico, which for years has been under the control of the Sinaloa Cartel, and specifically by the fraction that controlled El Chapo and now it's sons dominate.

It is not the first time that officials and agents of the DEA tell to Proceso that despite the control and ambition of power of Nemesio Oseguera Cervantes, El Mencho , the CJNG has failed to overcome the Sinaloa Cartel in operational power.

“He has always been the boss” of the Sinaloa Cartel, Ruiz insists, referring to Mayo Zambada, during an extensive interview granted to this weekly.

In July of last year and after a long trial in the Federal Court of the Eastern District in Brooklyn, New York, Judge Brian Cogan sentenced Chapo Guzmán to life imprisonment plus 30 years in prison for transferring tons of cocaine to the United States.

With the punishment of the leader of one of the fractions that make up the Sinaloa Cartel, not only the kingpin was removed from the power dome, but also a readjustment was generated in the criminal organization and a dispute with the CJNG that tries to seize the squares that El Chapo controlled.

The rearrangement within the Sinaloa Cartel and the drug transfer in Mexico due to the fall of Chapo , the SAC of the DEA describes it as follows:

“Mayo has always been there, it has always been one of the leaders along with El Chapo, but the children (of Guzmán Loera) were a group: The Juniors; they had power, but when their dad was in jail and then he was extradited, they started trying to gain power.”

According to the experienced head of the DEA in Arizona, the children of Chapo Guzmán: Jesús Alfredo, Iván Archivaldo and Ovidio confronted with who was the right hand of their father, Dámaso López Núñez, El Licenciado , and his son, Dámaso López Serrano , Mini Lic.

The DEA agent states that El Licenciado and his son thought that with the elimination of El Chapo they could rise up in command. They did not take into account the preponderance of Mayo and its relationship with the children of his compadre.

“There were always conversations between the children of El Chapo . It has always been this way: the agreements. Mayo is calmer, quieter; he wants business, he doesn't want to heat the square, it has never been violent, ”emphasizes the DEA agent.

As part of the explanation, the interviewee remembers that in 2016 the children of El Chapo had several violent confrontations with their opponents, who wished to seize control of the fraction of the cartel that was left headless.

I wonder what the situation we will have once Mayo is out of the picture. Fragmentation probably. If he dies naturally, perhaps it is a smart move not to tell, but rather let legend live on to keep the organization together.

I honestly think nothing is going to happen. Mayo is pretty much done as is, his son is moving his faction already and has the support of his family and their close associates along with chapitos support and all of cds allies.
 can’t imagine any faction going to war with him not even chapitos can rival the zambada faction. If they could they would have done it already even now that MZ is around. They benefit more having every faction tighter especially now that their pops isn’t around.
 The political protection most if not all culiacan traffickers enjoy stems from zambada’s family efforts.
 If azul is in fact dead there is going to be a smooth takeover of a faction like was the case with his being passed on to his son. No one looked to absorb that faction at all and it is definitely one of the most powerful ones with strong ties to the government.
 The fact that chapos faction was being fought over by chapitos, damasos and guano’s means that out of azules faction and chapos, chapos faction is weaker. Which is quite logical if anyone has been following cds, azul has always been a shadow figure in their alliance while chapo has been more of a war lord figure. Azul played chess, chapo played checkers

I'm thinking it may be the last of all the tight family ties with government as the DEA are putting snags into those well laid plans that have run smoothly for years until fairly recently if you look at all the mantas coming out about 'broken agreements' which are now being aired in public.Probably a lot has to do with fragmentation as there can only be so many groups operating without problems but now all the politician's dirty business (like Luna and several other Governors too numerous to mention)all coming to light and all the state funds missing is not sustainable to the country so I'm thinking it might be close to the end of an era of a 'free for all'and everything will be under scrutiny at least more so.

I agree to a certain extent. Exposing all the ties would mean a free for all amongst cds who I also think is still the most powerful drug trafficking organization and would cause more bloodshed in Mexico as a whole something the us and Mexican government can’t have. Both of these governments would not benefit from this(both offer them protection one way or the other, the Mexican is clear but the us does so too it just doesn’t reach the top like in Mexico), they are still politicians at the end of the day and will deceive the people one way or the other in order for them to look good and still make money at the end of the day. This is politics after all. I was told this a long time ago, in order for one to be a politician one has to be a good liar.
You can’t stop drug traffickers as long as the demand is still there, as a politician you have to side with the most powerful organization that is more cooperative with you and wether anyone like it or not cds is the best choice when it comes to this.
Which is a great Segway into that fact that one shouldn’t believe everything that is said in the media at least when it comes to CDS, everything should be taken with a grain of salt seeing as how they purposely give info to the media about their own organization in order to throw people off and so does the government. Cds has their own agenda, so does the Mexican government and the us government. These guys just have cards against each other that have this drug game on the long run. Question everything regarding them

They are also going after Government a lot more now (or is that just Mencho)?They are getting more powerful than the Government or so they think and I think the Government is going to get fed up sooner rather than later and tear down their power even just for spite to show who's really boss.Yes, you won't get rid of drug trafficking but they might be taken down a notch or 2 and operate in the shadows like the 80's without all this brazen shit.

He’s what 68-70 yrs old? Could have many years left to plan for the future.  Also azul could still be lurking in the shadows, as the consigliere he’s always been. And RCQ. All three could still be running things behind the scenes. I doubt mayo retiring anytime soon. Vicentillo could be back in the fold soon too. The Mexican gov would not want this known, as they have been portraying cjng pub. enemy #1 for a while. Let’s hope those who copy zeta tactics lose first. Let’s get the murder rate down and if it takes the likes of mayo and RCQ to accomplish this, I hope they smash the little psychopath and his ‘grupo elite’ into the ground

This reply contains a lot of speculation, all I know is fuck baby killers of any kind, that has nothing to do with moving a product, illegal or otherwise, from point A To point B. That’s the point right? Making money? Zhen li Gon wasn’t offing toddlers and he made billions before getting caught importing meth precursors.

Yes. The brazenness of the atrocities is the downfall of the DTO. I hesitate to call cjng (also CDN and the various cells of CDG) a DTO because it oversimplifies their modus oporandai of seizing territory and all the people living there within. Also huachelacaros and the extortion kidnaping etc. The hustlers operate in the shadows concerned only with money and using violence as a last as opposed to first resort, knowing that the quieter they keep their business the less they need to kill journalists for reporting their activities. Ego vs business. The loudest one in the game is the weakest one in the game.
