those are also called poncha llantas, which are often short concrete nails formed into tipped tripods.

they are used to put on the road to pop the tires of pursuing patrols.  so the bad guys go down the road ahead of the good guys and put these on the road to pop tires.  sort of like a mexican spike strip but like a road runner cartoon.

Rumor has it that "El Pelochas" is getting hit bad by "Gama 3" and he was behind the tunnel trying to muster more sicarios.
