The Mexican Army arrested a man regarded as the chief lieutenant of the Arellano Felix brothers drug cartel, reported the federal government on Monday.  Juan Francisco "Chairs" Rocha, 34 captured in Tijuana and is identified as one of the drug traffickers "more violent" in the area , reporting directly to Fernando Arellano, who is considered the leader of the Arellano Felix cartel.  The spokesman for the Ministry of National Defense (SEDENA), Colonel Ricardo Trevilla, reported that "The Chairs" received orders from 2008 to rival the Sinaloa cartel, which has sought to control criminal activities in Tijuana.  The man is also suspected of kidnapping in 2010 of three women of the family of Ismael "El Mayo" Zambada, who is considered one of the leaders of the Sinaloa cartel.  The abduction was allegedly in retaliation for the disappearance of his sister Lizbeth, also in 2010. Along with "Chairs,"  three suspected members of the organization were captured.  The four were presented Monday to the press facilities of the Attorney's General Office.  The group of Areliano Feliz also known as the Tijuana cartel emerged in the 1980's,  In recent years it has suffered several blows of both detention and death of some of the Arellano Felix Brothers

There's another Zeta article about Tijuana and the different cells, linked to the murders and retail sales that's even more confusing and confounding then the last. Tijuana is murkier or equal to Juarez at this point.

Good afternoon: He did fly under the radar so to speak. If "Wheel" or "Chairs" is like some of the others, he'll be "singing" sweetly right about now, as if admitting heinousness will compensate for all the death and heartache they've caused or maybe coming clean is a form of boasting as they go down. Nunca se sabe. But you're right, it hopefully will shed light in the world of Mexican intelligence

AFN article says the CAF thought as crazy, and used drugs, so he had to be take in and out of control of his group, and his father is the one in control.
