Many of the posts here are addressed to the big picture. As they should be: Corruption, Culture, Impunity, Who is at fault, Legalization etc. . But this post is just proposing some "little steps" to help in the fight:
(1) Anon. 7:13 posted on the story about the "new cartel recruiting" the following statement; "If Mexico police investigators had an IQ they would post banners claiming to be a "New Cartel" and asking for criminals to join then have a interview process listing what crimes prospective applicants have been a part of and at the end arrest them all... "It might only work a few times, but seems like a great idea to catch a few bad guys without gunfire.
(2) Outlaw dark tinted windows. Most states in US limit the amount of tinting on car windows. The amount of light that must be passable through the tint varies by state, from TX 35% to Calif. 70%. Maybe it might save a few lives if the police and public could see inside a darkly tinted-window SUV loaded with thugs with AK47s. you enforce it not by a small fine like in US, but give police (army or whoever) the authority to scrape it off when they make a stop.
Pass some laws that make any crime committed by anyone that is associated with a cartel similar to "hate crimes" in the U.S.. That would apply to extortion, kidnapping, robbery, murder, "illicit enrichment" or violation of public trust (bribery and corruption), etc. The punishment would be doubled or tripled, or the death penalty imposed where appropriate.
These actions are not going to win the war or even be decisive, but they are just some tools that might help.
Words are powerful weapons, be careful how you use them.
