Hugo César Román Chavarria, a collaborator of Los Zetas was arrested by SEMAR in Culiacán.
In the operation they seized 1 handgun, a pistol magazine and seven useful cartridges, in addition to a total of 1.4 kg of the drug known as crystal [meth].
Mexico, D. F. 26 April 2015- Active agents with the Secretary of Navy and the Navy Secretariat of Mexico, were given the task of arresting a arresting a suspect in the vicinity of Culiacán, Sinaloa, who was identified as Hugo César Román Chavarria, who is an alleged operator that carries out the orders of "Los zetas" in the states of Coahuila and Nuevo Leon.
For its part, the Secretariat of national defense (SEDENA), the Attorney General's Office (PGR) and the Federal Police (PF) dependent on the National Safety Commission, were responsible for publishing that the arrest of this dangerous offender was implemented thanks to an important work of intelligence and logistics.
The arrested suspect answers to the name of Roman Chavarría, arrested during operational patrols carried out by members of the Secretariat of Navy present in Culiacan, where a car was stopped, in which was tackled the suspect. This was with the support of technical intelligence.
Along with the operator of "Los Zetas", they also arrested three other people who correspond to the names of: Erick Mauricio Mena Rodriguez, Rita Aide Imperial Trevino and Veronica Jazmin Reyes Rivero.
In the operation was seized 1 handgun, a loader for pistol fire and seven useful cartridges, in addition that totaled 1.4 kg of a drug known as Crystal.
After the possible Act of crime and following the Protocol that the law, naval elements carried out the arrest of the four suspects, according to them, with strict respect for their human rights.
After the arrests, the authorities were responsible for moving the suspects to Mexico City, with the goad of placing them at the disposal of the agent of the Public Ministry of the Federation attached to the specialized attorney in investigation of organized crime (SEIDO), so up to this point, they face charges corresponding to the preliminary investigation. This is what the Secretary of Marina said via a statement.
Authorities said the SEIDO investigation showed that Roman Chavarría was an independent operator, but with close ties with Los Zetas.
In addition he was found to have maintained a close relationship with Daniel Menera Sierra, who was arrested in March by elements of the Federal forces in the municipality of San Pedro Garza García in Nuevo León.
SEMAR highlighted that during the operation to capture Roman Chavarria there was no resistance from the suspects, so they did not fire a single shot.
My take, for what it's worth: the key quotes are "Authorities said the SEIDO investigation showed that Roman Chavarría was an independent operator, but with close ties with Los Zetas." and "In addition he was found to have maintained a close relationship with Daniel Menera Sierra, who was arrested in March by elements of the Federal forces in the municipality of San Pedro Garza García in Nuevo León."
Therefore, I think it is misleading that articles identify him as a Zeta leader. More likely, he was from Sinaloa and became a member of the Beltran Leyva Cartel operating in their stronghold of San Pedro Garza García but went independent and linked up with Los Zetas that were operating in the area. At leas that's my educated guess.
