I read somewhere that Mexico is reporting them differently now.It goes by incidents. For example if 7 people are slaughtered it counts as 1 so of course it will appear the numbers are down.Sneaky eh?

The Mexican Drug War is really the US War on Drugs.  The number of homicides has little to do with the war on drugs.  The war on drugs could not be considered "over" until the flow of drugs stops (and that ain't going to happen).

A sizable number of people in Mexico are not overly concerned about drugs flowing from or through Mexico to the US, i.e. drug trafficking.  What they are concerned about is violence and crimes against the people like extortion, kidnapping, and rape that are caused by corruption created impunity.  Mexico is not winning that war and it is far from over.
Words are powerful weapons, be careful how you use them.

We call that "cooking the books".  A bunch of City PDs got in trouble under reporting crime in that manner.

Wait until the Homicides plunge while the "Suspicious Deaths" rise in Mx.
