He sounds like a real piece of work:setting up a notary office so he could steal people's lands legally.He had the money to buy but no he screwed the innocent Mexican people instead.TuSancho are the people there surprised at this arrest or was this an open secret and how do the people feel about the Governor?

The people who didn't seem to be on to it are mostly those on this board.  Open secret?  I guess you could say that... an interesting way to put it.

The history of Veytia in Nayarit cannot be understood without knowing the state of affairs left by Ney.  Ney had to helicopter commute between Nuevo Vallarta where his family lived and Tepic in the last years of his administration, to keep him from being killed on the road.  He sold the plaza to both Zetas and Chapos.  Tepic was a pozoleria when Sandoval took over.  Sandoval has been huge on expanding infrastructure and wanted a state safe for foreign investment, particularly.  He wants ports, roads, and rail to move product of all sorts.  This is to hijack more China traffic from the Panama Canal.  The lucrative plaza was given to Veytia to steer the security ship.

Veytia came in as a Zeta and switched to CJNG about the same time Vallarta and other places along the Ameca river and sierra were taken over.  This bled into Nayarit because of geography and trade routes... ie "infrastructure" being developed by Sandoval.  There is also a huge new autopista being built in the sierra between Jala and Puerto Vallarta.  Jala is halfway between Guadalajara and Tepic which straddles both states and will move a huge amount of traffic along these routes.  This is valuable real estate.  It runs directly through Chapo's heartland of Compostela municipio.  (look up "Carrillo Puerto") or a couple of links...

So Nayarit and particularly municipios are extremely mature in their role in the drug trade. (good local mota sources too) This has been a territory under the radar while Tamaulipas and Michoacan were getting attention.  Now everyone in the entire country is looking at Nayarit.

Veytia took over while Mexico is undergoing so-called justice system reforms.  He has corruptly ridden this wave but finally got wiped out on the reef by the FBI.

Veytia used the justice reform and police reforms of Mando Unico to both consolidate the power of his office but also his own corrupt power by the same mechanisms.  He was in charge of all police and prosecution in the state.  That is a LOT of power.  All of this has been in the public press and social media for years, but no one pays attention to Nayarit... where the fuck is Nayarit?

Then along comes Pena Nieto and sets up his vacation house in Punta de Mita gated/guarded resort community in Bahia de Banderas.  More reason for a strong security mechanism in Nayarit and its rich municipio.

With greed and guns Veytia built an empire in front of everyone and there were no secrets... just fear.  Everything, and I mean everything, was taken to and approved by Veytia.  No cartel could out gun the Policia Nayarit.  Take issue with him... lose your house, your business, your life.  This is the status until last week.  Known by everyone but not discussed loudly... it could be lethal.

To finally answer your question... I don't think people were surprised by his vulnerability for arrest considering his reputation.  I think the surprise was the fact that he actually did get arrested.  Of course, this has also led to speculation.  But more important is the cucaracha effect as everyone like Sandoval is running for cover and trying to hide while they construct their alibis for their dealings with Veytia.

I have some close family links within the system here who deal with this every day.  Lots of chisme.

Thanks TuSancho for all the insight.I'm sure others enjoyed reading it too.I gather you live in Nayarit.I liked the photo of the jungle you sent by your house.I really liked Nayarit,all the farm fields in the countryside along the rolling hills on the way to Tepic.Reminds me of wine country in northern Baja. I especially liked the southern more tropical part of the state.My eye doctor even did a volunteer stint in Tepic.

Under Veytia and Zetas there was a huge wave of extortions and kidnappings taking place in Tepic, as described in the article.  I have a very good friend who moved his whole family to Chula Vista (he has dual citizenship), abandoning a successful construction related business and two family homes.  Their entire extended family, all good strong middle class members with education and businesses, lives between Santiago Ixcuintla and Tepic. That period ended but it was tramatic and psychologically damaging to the city and state population.  Even street taco vendors were killed in the collection of piso.

The state and municipal transitos have been instrumental in the criminal network not only because the carry out cartel dictates but also because they collect fees for falsely created permits for all sorts of things like setting up dining tables on sidewalks or parking in no parking zones without fine... a multitude of small collections that all add up.

And then his notario office:  in Mexico notarios are lawyers who process legal paperwork such as property titles, business filings, etc.  In whatever state they are identified with a number representing the serial order of their notary license.  Hence, Veytia is #39.  This article questions the legal status of a public official obtaining a notario license in their operating area.

Veytia's address is located in Mezcales which is a geographical center of state and federal legal offices in the Bahia de Banderas municipio.  It is also a stone's throw to the state transito headquarters, municipal and state police headquarters and the local municipal jail.

This might be hard for Sandoval to explain since apparently a public official cannot legally be a licensed notario simultaneously.  Why would such a violation occur between two licenciados?

And then there is this, from this morning.  It appears we will be seeing more of the drip drip drip of info since Veytia is locked up and people, particularly reporters, will begin adding to the extent of Veytia's criminality and association with narcotraficantes.

When Roberto Sandoval became Governor, the entity was already disputed by the Jalisco New Generation Cartel (CJNG), the Sinaloa Cartel, the Pacific, the Beltrán Leyva and the Los Zetas. During the administration of PRI member Ney Gonzalez Sanchez also intentional homicides, according to official figures, did not exceed 500, while kidnappings and extortions not numbered or 10 cases. Interesting stuff.Please keep us in the loop TuSancho.It's funny it took an outside force (busted in US) to get rid of him otherwise the people there would continue to suffer as no one would do anything even with all the stuff he was pulling.Too much power lead to abuse of it.It seems in Mexico power and money or who you know are all the same and almost equal but north of the border different story they aren't so interchangeable or of equal value if that makes sense to anyone.So if you are a rich American you may not be powerful maybe only within your business but if you are a rich Mexican that money buys power as well as impunity.

This should keep you busy with a little reading that will put Veytia and his operation into perspective.  When the LA Times did its articles on Xalisco heroin production, traffic and deaths no one paid attention to the source... Veytia.  The problems created by Ney continued under Sandoval. Veytia was involved the whole time. Here is a google search set up to make reading easy.

And this just came up on my facebook feed.  Just the photos alone show how things work.  Stop the video at :31 to :33.  You will see Veytia handing out despensas which are bags full of goodies used to buy votes, pistol on his waist. The bag is marked "Unidos Xalisco".  "Unidos" was the PRI election motto at the time, which was for the election of Sandoval.  Sometimes they use water tanks, roofing panels, comals, and other household essentials, including cash.

On another note, for some fascinating research, google "autobuses coordinados nayarit veytia".  You will find a wealth of other information about the transportation lines (buses and trucks) run by Veytia, his family and associates.  His transportation links operated a transport system between Nayarit and Tijuana... the pacific coast drug route, Mex 15.  Here is a little teaser... http://www.proceso.com.mx/217686/autobuses-pirata-transporte-de-braceros-y-de-droga 

I have ridden the ACN bus line once from their tiny terminal in Tijuana to their terminal in Tepic.  The driver collected 100 pesos from every passenger to pay the aduana (customs) in San Emerito (near Sonoyta, Sonora) a bribe to pass through without inspection.  Normal inspection requires all passengers to unboard the bus, go through electronic and manual inspections while the bus is searched, and then reboard and continue south.  ACN and Tufesa are both notorious smuggling bus lines and have operations in Nayarit.

This thread will be the gift that keeps on giving for quite a while.  My hunch is it will be a source of significant change and political disruption in Mexico.  I see the Veytia saga as a petri dish for a narcogobierno lab examination.  The growth of nasty vermin keeps expanding... as in the daily reveals of the depth and breadth of how Veytia came to his position, developed it, and now bringing down himself and others.  It is like a fanatic cult of believing in impunity... impunity is god.  Veytia would make a good college case study.

There is now a questioning of Veytia's eligibility to be Fiscalia under the Mexican and Nayarit constitutions.  He is apparently not native born Mexican and dual American citizenship.

Today this article about the association between the geographical and economic proximity of Puerto Vallarta (Jalisco) to Nayarit (Nuevo Vallarta and Riviera Nayarit).  The corridor reaches from Tepic to PV including the municipalities of Compostela and Bahia de Banderas.  This corridor also crosses with Mex 15, tying Guadalajara to Tepic to Mazatlan to Culiacan to Mochis and on and on to Nogales and Tijuana.  A big deal.

Gentleman. Do not forget to mention that jesus pena el 20 has always had control over alot of plazas in nayarit for el mayo. The man has several roots for el mayo over at nayarit, just like certain families in guerrero have respect for the man ever since the war broke out in that specific state. I honestly would not be surprised if mayo has massive connects in guerrero, presicely speaking about the mines in it.

Well that's why LA familia was formed and CDS invested in them. those snakes betrayed Los valencias but those guys stayed neutral and used CDS to take out nacho .one of the reasons Los Caballeros templarios was created so they could  say they did it their own. I doubt it was the government that wanted nazarios head .otherwise CDS would send there people in to call shots but that never happen .to many wars going on at the same time.last loyal person was el  animal that had influence in Guerrero .people up there can match Mayos profits now  they don't need him anymore !lots of plazas have changed its not like before why couldn't they kill veytia after six attempts ?if peña had so much influence at the time why did they pick him up think that showed everybody who calls the shots .no way your going to beat a narco con charola and a legit one that's in the system .that plata of plomo is a thing of the past In mexico

It makes very good sense chapo spilled the beans and the gringos slapt   the accusations on veytias desk .he craps in his pants and the illusion he crossed the border repeats itself  like other protected informants .after two big fish are killed he decides to step out his safe zone ?that's like Chapo going to Hong Kong in tijuana red light district after the shoot out in LA cristin!

Here is a pretty good article with credibility from the source.  I read a few things that are a little too close for comfort related to his San Diego roots and connections.  His background and that of Sandoval the governor really beg the question of how do the go from lower middle class occupations to where they are in a few short years?  So systematic.

So they took him too Brooklyn correct?none of his middle-class ocupations have been legit he has always lied even going to school is a big lie they can't find no registration of him nowhere of him having an education I'm pretty sure that pilot license was for somebody else !
