Animals - 71 & 84 year old people - defenseless.  Sickening!

Chava, on another note, I saw where our friend Jorge was called to the capital to discuss the Cesar Zambano case, believe that was on 11/22.  I have not seen the outcome of his testimony in why the father and son were kidnapped and then charged with murder.

If no news, no worries, just curious -

In this article by Mexico Daily News, farmers in Guerrero are going broke because no one is buying opium. This is probably due to fentanyl.  In 3 years opium gum has fallen from around $2,000/kilo to $200/kilo.  Cartels are moving in on mining and sawmills instead.  The farmers, who were forced to grow poppy, can no longer sustain theirselves.

Opium prices plummet, narcos turn to mining and farmers left in poverty: bishop
Turf wars have intensified as gangs fight over mines and sawmills, says Guerrero bishop.

Drug trafficking gangs in Guerrero are turning their attention to mining as opium gum prices plummet, violence increases and the opioid known as “china white” floods into Mexico, a local bishop says.

Salvador Rangel, bishop of the diocese of Chilpancingo-Chilapa, told reporters this week that cultivating opium poppies is no longer profitable due to the low prices their paste yields.

So they are turning their attention to mines and sawmills.

Turf wars between competing criminal gangs have intensified, Rangel said, as they attempt to seize control of gold and silver mines and lumber mills.

The bishop conceded that the Christmas truce he attempted to broker was unsuccessful.

“As long as drugs, in particular opium gum that is extracted from poppies, doesn’t provide a good profit, the problems will continue,” Rangel said.

“The price fell completely. Three years ago, [opium gum] cost 35,000 or 40,000 pesos [US $1,800 to $2,000] a kilo and now they’re paying 3,500 or 4,000 pesos [US $180 to $200]. The people in the Sierra with whom I have contact don’t want to plant [poppies] anymore, they say simply that ‘it doesn’t maintain us anymore.’”

The bishop said that in mountainous areas of Guerrero, where the cultivation of poppies has supported communities for decades, people are now living in poverty.

“. . . Especially the campesinos [small-plot farmers], who were forced by organized crime to plant [poppies] and sell to a certain group. A lot of murders occurred in Guerrero because one community chose to sell to a different group who paid better,” Rangel said.

“They’re going through an unprecedented situation because of the fall in the price of opium gum and the invasion of china white into Mexico from the United States. It’s an opportune moment for the government to do something to support these people who are very poor. Hunger is the mother of all wars. If only there was economic stability so that there would be social stability,” he added.

Earlier this year, a group of community leaders from the state’s Sierra region appealed to then president-elect Andrés Manuel López Obrador to legalize the cultivation of opium poppies for use in the manufacture of legal pharmaceuticals.

In August, the Guerrero Congress almost unanimously approved a proposal to decriminalize the cultivation of poppies for medicinal purposes but it requires federal support in order for it to become law.

Interior Secretary Olga Sánchez Cordero has said that legalizing drugs is a possibility as part of the quest to bring peace to the country.

There is an article on mainboard about the bar shootings on Saturday morning on the "Costera."

I didn't post here as they were already translated and posted there by the time I had time to get caught up on all the happenings on Friday night and Saturday morning.

Google translate (and pretty bad at that) on a different link that attempts to explain the warring factions:

COAST MIGUEL ALEMAN

WAR BETWEEN LOS VERA AND THE PALACIOS GALEANA DISASSES TERROR AMONG TOURISTS

Due to the dispute that exists between the Galeana and Vera Palaces for the control of drug dealing and the collection of fees in the coastal strip, two men were killed and two more women were injured in the bar Mykonos Bar in the Fraccionamiento Magallanes, in the middle of the Coastal from Acapulco; Among the deceased is Francisco "N" alias el Paco operator of the Vera.

The events were recorded after 02:00 am on Saturday, when a shooting occurred. According to some witnesses, the two women hit him with bullets.

You have the place arrive the forces of order to cordon off the area and perform the corresponding procedures, then the cadaverous survey is ordered to send it to the facilities of the Forensic Medical Service.

- Advertising -

We believe it is our responsibility to make known how the events occurred and why it was not possible to avoid them.

First you have to clarify were not attacks on business, one thing is to shoot people directly (although others are injured) and another thing is to shoot at the business and that the bullets will belittle whoever is inside . Here were targeted attacks.

A call alerted the uniformed people who guarded that perimeter where the Mykonos dungeon is located, which was about three hundred meters away from the place and the thieves fled, so immediately the security forces went to help the alleged assaulters . When going to the place they realized that it was a false alarm, it was at that moment that the murderers took advantage to commit the crime.

That is to say, the so-called "Falcons" premeditatedly distracted all the police forces so that their fellow assassins could freely kill the two men at the Mykonos bar.

As can be deduced, making a call for help to the uniformed was only to distract them and in that way to have free the way to commit the cunning crime, it can not be that they deceive them in that way. They can not all go after a pair of bandits when it is not yet known if it really is a real or fictitious situation, half must stay to protect its perimeter and the other half go to provide assistance to whoever asks for it.

Notwithstanding the above, a second mistake was made, when all the security forces came to where the two murdered at the Mykonos bar were, left their areas to lend support, so in the area of the Countess a third crime was committed, that is to say, delinquency went a step further than authority.

According to some versions, all the uniformed personnel that had to watch over that perimeter regretted that they were eating the errand.

This is where we perfectly understand the police work, because we understand that when a violent event occurs all bodies are ready to go in support, and mounts operations to find someone who reports a crime, so their respective areas that are monitoring the they abandon, they are adrift.

For those unfamiliar with China White, here’s what you should know about the designer opioid, its effects on a person, and what research is available so far.

What is China White?

China White has meant many things throughout the years. In the 1970s and 1980s, it was slang for heroin.

Right now, China White is the street name for furanyl fentanyl and a few other known derivatives of fentanyl, a synthetic opioid painkiller found in most emergency rooms. According to a 2015 research paper published in the Universal Journal of Clinical Medicine, these chemical adulterations seem to be result from contamination during key processes of fentanyl synthesis. (Basically, dealers who try to replicate fentanyl at home often fail to do so correctly, introducing toxins into the mix.) China white is similar to heroin and morphine, but is a hundred times more potent, if not more so; the high lasts longer and is more difficult to treat if a person overdoses.

Why is the designer drug called “China White”?

For its alleged purity. People assume what the substance they are buying off the street is straight-up fentanyl, when the drug is actually anything but. So the name “China White” is actually a misnomer, said Dr. Wilfredo Lopez-Ojeda, a biomedical sciences professor at the University of Central Florida who co-authored the Universal Journal of Clinical Medicine editorial with Dr. Carlos Ramos-Matos.

I had trouble understanding "china white flooding Mexico from the US" as well.  China White is replacing the poppy due to it's synthetic nature, which doesn't rely on planting poppy, harvesting opium paste, refining to black tar or brown heroin.  Since the costs is so much less to produce in a lab than in nature, heroin is being replaced.  Heroin will probably still appeal new users and is cheaper than Oxy, but nothing is cheaper than or more powerful than fentanyl.

I believe the article had the countries listed vice versa.  We are hearing stories that Sinaloa and others are setting fentanyl labs up in Mexico, to eliminate the chinese connection, therefore poppy is not in demand.

For the disintegration of a criminal gang, the recent violent acts, says Adela

Offenders who do not live in the entity use the holiday period to come to Acapulco to commit illicit, says the mayor.

Acapulco, Guerrero, December 31, 2018. The mayor Adela Román Ocampo regretted the acts of violence that occurred in the city in recent days, and reported that according to the monitoring of the authorities are the result of the disintegration of a criminal gang.

In statements after attending the Magallanes hospital, where a municipal government worker who was injured on Saturday afternoon was treated, in an informal seafood stall located on the Costera, in front of the Harbor Master's Office, the mayor said that received information about the events and that some have links with criminals who use the holiday period to come to Acapulco to commit illicit acts.

To an express question on whether that is the information she knows about the assault on the Santander branch, which occurred on Friday at the Plaza Diamante, located on Las Naciones boulevard, she said no, but when she served as judge that is the phenomenon that it was recorded, that some arrested for theft had homes outside the state.

She noted that it does not point to all visitors to thieves, but unfortunately some use the season to commit a crime.

Of the violence, Román Ocampo indicated that the data that they have given her is that "they were bands that operated together and when separating there is confrontation between them and unfortunately on vacation there are a lot of thieves from outside, that has been very frequent in Acapulco".

She indicated that on Saturday she met with authorities of the Navy, which is in charge of security in Acapulco, and that they explained that the model applied will be replicated throughout the country, "because it has yielded results."

She added that the problem of the dispute of the territory between the bands, and that was left "al garete" in the municipality, is what "escapes from our hands".

The mayor added that she asked the authorities to "shield more the tourist area, not because we do not care about the rest of the citizens, but right now we have an Acapulco to burst."

Another measure that will be maintained will be to ensure that the bars respect the schedule agreed for the holiday season, which should be until 4 am and not at 6 or 7 in the morning; "Everyone was notified, verbally and in writing," and that if they do not comply they will be closed.

Assault on a house in the Club Deportivo subdivision, where a Swiss tourist was killed, said that two assaults were investigated in that area, and confirmed that there are videos of alleged criminals who stole another house and that could be linked to the first .

Of the assault in the Plaza Diamante, which occurred last Friday and from where the criminals took more than one million pesos, Román Ocampo said that the investigation is carried out by the Attorney General's Office, and she hoped that the video surveillance cameras will help to clarify the crime.

She recalled that when she was a judge, it was common that in the holiday season detainees were arrested for robbery who lived out of state. "Obviously a bunch of miscreants, not all the people who come, come to steal."

She announced that she will promote a standard for all businesses to have security cameras, and indicated that in Veracruz the use of these has helped to capture criminals.

The mayor reported that of the cameras that have the C-4 75 percent of these does not work, so it promotes the construction of a C-5, along with Governor Hector Astudillo Flores, and has asked the deputies of Morena Label money "because it's a necessity".

"In addition to combating what causes insecurity, we must use technology and that (The C-5) will help us," she said.

Budget

About the budget of expenditures for next year, the mayor confirmed that it is pending and will take care that the federal budget, which through the state government was destined for Acapulco, is fully implemented.

Of the complaint of the local deputies who did not know the budget of expenditures,s he specified that the meeting was to talk about the Income Law, and thatshe was surprised to read the declarations of the legislators who asked to know the project.

Of the Income Law, said that the gaps were corrected and the appropriate cadastral (property) values are going to be charged, because there are lots that pay as vacant but already have buildings, and that these actions will cause dissatisfaction.

Another of the actions in which the administration works is on the condominiums in the Diamante zone that have sewage treatment plants that do not operate and refuse to pay for discharges to the drainage system.

Yesterday at noon, Román Ocampo went to the private hospital Magallanes to greet and verify the state of health of the municipal worker, Ana Lilia, who was wounded in a shooting inside an informal position of selling seafood in front of the Captaincy.

She indicated that the affected person is conscious and under observation in order to extract the bullet from the body.

She explained that during the 30 minutes she was with her, the employee told her that all she knew was that there was a persecution inside the post and they started shooting, regardless of whether there were children inside the place.

According to friends of the worker, before the arrival of the mayor to the hospital, a representative of the municipal government came, who offered financial help so that she could receive immediate attention.

The employee arrived at the Magallanes hospital by her own means, after she was injured in the premises. Until yesterday was hospitalized.

Last Friday, the mayor was in Oaxaca, where she met with the representatives of the Mariana Trinitaria association to see what programs can be applied in the municipality.

Adela Román has not had public activities in Acapulco in the last four days, and the last one was the putting into operation of the health center in the Metlapil community, last Wednesday.

In the first three months of her government she has maintained a private agenda with few public activities. It usually includes one or two public activities a week.

Re: 2018 Guerrero Los Ardillos

Parro

As families around the country enjoy the Christmas holiday, residents of the Guerrero town of Rincón de Chautla in Chilapa have been trapped for nearly two weeks since an armed gang arrived.

It started on December 19 when a self-defense group known as Community Police for Peace and Justice — which authorities have linked to the Los Ardillos gang — broke up a quarrel between two groups of local residents.

Some residents say that under the pretext of maintaining the peace, the community police deployed 200 of its members to Chautla where they remain, preventing people from entering or leaving the town. Public transportation and freight deliveries have been halted since December 27.

Residents also claim the community police are constantly threatening them, and that food supplies are falling short.

The state Public Security Secretariat said military and state police were sent to Chautla but withdrew when the community police asked them to leave.

It is suspected that the Peace and Justice Police, and by extension Los Ardillos, are attempting to get the upper hand over the established local community police, which belongs to the Regional Coordination of Community Authorities (CRAC). It has been attempting to stop the gang’s activities.

According to the same sources, the Los Ardillos gnag controls 18 towns in Chilapa and are behind homicides and kidnappings.

Its influence reaches into the neighboring municipality of José Joaquín Herrera, where gang leader Constantino “Chino” García operates. He was was singled out for ordering “dozens of disappearances.”

The Community Police for Peace and Justice has also been held responsible for an armed invasion of the city of Chilapa in 2015 in which at least 16 youths were kidnapped, never to be heard from again.
